A ROUND TABLE ON THE MODERN CONSTITUTIONAL MODEL OF KAZAKHSTAN WAS HELD AT AMANZHOLOV UNIVERSITY
A round table for university staff and invited experts on the topic “The Modern Constitutional Model of Kazakhstan: A Balance of Power, Society, and Law” was held at Sarsen Amanzholov East Kazakhstan University.
The round table was attended by members of the university’s faculty, vice-rectors, deans, as well as representatives of the expert community.
During the event, participants discussed the main directions of the constitutional reforms being implemented in the country, the content of the proposed constitutional model, issues of interaction between the branches of government, and the enforcement of the rule of law in society.
A report was delivered by Irina Rovnyakova, Deputy Chair of the Board and Vice-Rector for Strategic Development and International Cooperation. She outlined the key provisions of the draft articles of the new Constitution presented on January 31, 2026, and shared her expert opinion on the value-based framework of the new constitutional project, particularly regarding such values as culture, education, science, and innovation, which have received normative recognition for the first time.
Ayaizhan Ashimova, Chair of the Public Council of the East Kazakhstan Region and a member of the Constitutional Commission, joined the discussion online. She informed participants about the progress of the work on drafting the Constitution. According to her, the commission consists of more than 130 experts, including scholars, legal professionals, and representatives of civil society. It was also noted that the commission operates in an open format with broad public engagement.
Associate Professor of the Department of Jurisprudence Gulmira Bayrkenova, in her speech, focused on the content of articles related to changes in the architecture of the political system. According to her, the document reflects key principles such as the territorial integrity of the state, unitarism, national unity, and social harmony.
As part of the round table, the Director of the university’s Abai Studies Research Institute, Professor Aizhan Kartaeva, also spoke. She highlighted the importance of constitutional reforms in shaping spiritual values, legal culture, and the national consciousness of young people.
The discussion was held in an open format, during which participants exchanged views on key issues of the constitutional reform.
