AN ARTICLE BY THE VICE-RECTOR OF AMANZHOLOV UNIVERSITY HAS BEEN PUBLISHED IN THE NEWSPAPER “KAZAKHSTANSKAYA PRAVDA”

An article by Irina Rovnyakova, Deputy Chair of the Board and Vice-Rector for Strategic Development and International Cooperation of Sarsen Amanzholov East Kazakhstan University, has been published in the national newspaper Kazakhstanskaya Pravda. The article is devoted to the draft of the new Constitution of the Republic of Kazakhstan.

The article notes that the draft Constitution is a document of historical significance that reflects a strategic vision for the country’s future. It forms a roadmap for national development, placing the individual at its center — their knowledge, dignity, and creative potential.

It is emphasized that the new Constitution places the individual first: their rights, freedoms, and life values become the highest state priority. The state is viewed not only as a social regulator, but also as a creator of conditions for the development of human capital — each citizen as a bearer of knowledge, values, and responsibility for the country’s future.

Special attention is given to the fact that, for the first time, the Constitution enshrines strategic priorities related to education, culture, science, and innovation in its preamble. These areas are regarded as key sources of sustainable development, shaping human capital that determines the country’s competitiveness in the global arena. Through education and culture, values of civic responsibility, respect for diversity, and continuity between generations are fostered.
