ON THE REPUBLICAN INFORMATION WEBSITE NEWSROOM.KZ, A REPORT BY AMANZHOLOV UNIVERSITY RECTOR MUKHTAR TOLEGEN, DEDICATED TO THE CONSTITUTION, HAS BEEN PUBLISHED

A report by Mukhtar Tolegen, Rector of Sarsen Amanzholov East Kazakhstan University, entitled “The Constitution as the Foundation of a Just Kazakhstan,” was published on the national information website Newsroom.kz. The publication is devoted to an in-depth analysis of the essence and significance of the large-scale constitutional reforms being implemented in the country.

The report emphasizes the special role of the Constitution in the legal system of any state. The Basic Law not only defines the directions of activity of state authorities, but also enshrines the fundamental principles of domestic and foreign policy and serves as the main source regulating administrative, civil, labor, and criminal procedural law. According to the author, for Kazakhstan the Constitution is not merely a legal document, but the foundation of statehood and the main guarantor of the rule of law.

In his address, Mukhtar Tolegen places particular emphasis on the decisive role of constitutional changes initiated by the President of the Republic of Kazakhstan, Kassym-Jomart Tokayev, in modernizing the country’s political and legal system. It is noted that the concepts of a “Just Kazakhstan” and “Law and Order” have received concrete legal substance in the new draft Constitution and are defined as long-term strategic guidelines for the development of the state and society.

One of the key provisions of the report is the principle of recognizing human rights and dignity as the highest value of the state. This position forms the basis of a new social contract founded on trust and mutual responsibility between the state and society. It is emphasized that the President’s position that the main mission of the state is to serve the people must acquire real legal mechanisms precisely through the Constitution.

In conclusion, it is noted that the new draft Constitution is a decisive step toward building a Just Kazakhstan. Its future will be determined by the will of citizens expressed at a nationwide referendum. Active public participation in this process is a shared responsibility for the future of the country.
